The governing body for NOCTI is the Consortium of States Membership in which each participating unit/state has one representative. The Consortium develops broad guidelines for policy making through resolutions, which it passes at the Annual Consortium Business Meeting. The administrative direction and control of NOCTI is vested in the Board of Trustees and the Executive Committee of the Board of Trustees by the NOCTI Consortium of States.
The appropriate State Director, such as the State Director of Career/Technical Education or Commerce, may designate the head state supervisor or teacher trainer for career/technical education or an authorized institution whose purposes are similar to those of NOCTI to serve as a member of the Consortium for the state or a portion of the state. Membership shall be continuous or may be changed as provided for within the NOCTI Constitution.
There are three classifications of Consortium membership:
(1) Voting Consortium Member – Membership of one vote per constituent/state
shall be based on a specified fee (to be determined by the Board of Trustees)
or the purchase of an equivalent dollar amount of tests.
(2) Nonvoting Participating Member – Nonvoting membership shall consist
of a representative of a state not meeting conditions of Voting Membership.
(3) Nonvoting Honorary Member – Honorary memberships shall be recommended by the Board of Trustees and shall be conferred at the Consortium’s Annual Business Meeting to any individual who has provided distinguished service in accomplishing the purposes of NOCTI. Honorary members have all the rights of membership except voting.
