NOCTI Board of Trustees
Board Overview
The NOCTI Board of Trustees develops policy and guidelines for planning and administration of the company and is accountable for the overall program, services, and budget of NOCTI.

The President/CEO of NOCTI serves as a non-voting member. The permanent organization of the board consists of eleven members and three advisors representing NOCTI's current customer base:
  • Career and Technical Education (CTE) teacher educators (university professors)
  • CTE secondary administrators (directors, principals, superintendents)
  • Post-secondary administrators (deans, vice presidents, presidents)
  • CTE teachers (secondary and post-secondary)
  • Military, business and/or industry
  • Standing State Directors of CTE (or recent retirees)
  • A CTE national association or certifying/credentialing body
Trustees serve a term of four years and are eligible to serve one additional term. Advisors serve two-year terms and are eligible to serve additional terms.

2020 NOCTI Board of Trustees Nomination
The NOCTI Board of Trustees Nomination Committee is accepting nominations/applications for three open positions for the term of January 1, 2021 through December 31, 2024. In order to maintain balance on the board, the board is looking for experience in the following areas — Career and Technical Education (CTE) teacher educator or researcher in the field of workforce development (university professor), post-secondary administrator (community or technical college president), and CTE state director. Nominations will be accepted through Monday, September 14, 2020. Nominees must complete an application and submit all application materials to NOCTI by Friday, September 25, 2020 in order to be considered.

Board Chairperson
Dr. Michele McFarlane, Registrar at College of Southern Idaho in Twin Falls, Idaho, was elected board chair by the NOCTI Board of Trustees November 2018, for a two-year term, January 1, 2020 through December 31, 2020.

Dr. McFarlane earned an Associate of Arts in Speech from the College of Southern Idaho; a Bachelor of Arts in Communication from Boise State University; a Master of Education in Educational Leadership and a Doctor of Education from the University of Idaho.  She has served as a high school teacher and Instructional Coach at Jerome School District, CTE Evaluation and Assessment Specialist, Instructional Research Analyst, and now serves as Registrar at the College of Southern Idaho.  In 2013, Dr. McFarlane was awarded Outstanding Research Presentation by the Association for Career and Technical Education Research for her work in outcomes assessment among CTE faculty.

Michele has served on the board of trustees since 2013.
