Dr. John C. Foster is first and foremost a dedicated leader and advocate for
individuals preparing for the workforce. He currently serves as the
President/CEO of NOCTI and its subsidiary, Nocti Business Solutions.
Previously, Dr. Foster served as Director of Career and Technical Education
(CTE) in the Pennsylvania Department of Education, a state which recognized
the importance of industry credentials and championed the use of mandatory
technical assessment. Dr. Foster served as Vice President of the National
Association for State Directors of Career and Technical Education Consortium
(NASDCTEc) and has also served that organization as the legislative chair, as a
member of the original career cluster task force, and as its treasurer.
Dr. Foster has over 30 years of varied experience in CTE, workforce training,
and tailored industrial training program development. He has served as a
teacher educator for the Pennsylvania State University, a member on the
Governor’s Strategic Planning Committee for Workforce Development, and has
been involved with economic development associations, national
apprenticeship training, the Pennsylvania School Boards Association (Executive
Board), employer advisory councils, and various career link advisory boards.
In addition, he has varied work experience in the construction and computer
networking fields.

I really enjoy my work with NOCTI and Nocti
Business Solutions. We have a great staff and
two terrific governing boards. The work we do
is important not only to the Career and
Technical Education community we serve, but
also to our nation’s infrastructure, economy,
and ability to compete globally. My personal
lifestyle is important too and my work allows
me the privilege of maintaining friendships all
over the country – friends who can give advice
on the best running routes, scuba diving
spots, hiking trails, ice fishing holes, and
places to try local cuisine. As Jimmy Buffett
would say, “Man, I love my job!”
